In law No. 7 of 1996 on Food defined food security (food
resistance). Food security was a condition of the fulfillment of physiological
needs for households who reflected on the availability of food, water and air
are sufficient, both in quantity and quality, safe, equitable, and affordable
(Soerjani, et al, 2006). Food security is defined as the condition itself and
the effort required to prevent food from possible damage, pollution biology,
chemistry, and other objects that may interfere with, hurt, and endanger human
health.
